Standards & Specifications Cross-Reference Matrix

No single standard governs an AI data center. Six overlapping regimes do (resilience, electrical installation and safety, thermal, efficiency, hardware and compliance), and they do not map one-to-one. Use this index to pick the exact source text for a contract, RFP or commissioning script.

What you'll decide here

  1. Name the exact document: issuer, part, edition, status and what it covers. A committee or class name alone does not identify one.
  2. Pick Uptime, TIA or EN/ISO maintenance and fault requirements before you commit to a rating. Equal numerals do not make the schemes equivalent.
  3. Choose documents by what they cover: TC 9.9 for thermal classes, and separate documents for the open rack, the power shelf and the cooling loop.
  4. Check the publisher's record before contract freeze. Contract to the issued edition; a superseded one needs a contractual reason.
  5. Go to the specialist chapters for how to apply each document. Appendix A and /library list the same documents.

This appendix indexes the standards the guide relies on most. Each row tells you who publishes the document, which edition is current, what it covers, and where to open the publisher's record. A row is an index entry, not an endorsement. The PNNL/ASHRAE/NEMA AI Data Center Energy Performance Framework, for example, gives lifecycle guidance rather than mandatory requirements, and a UEC publication does not prove that two devices interoperate. Put the issued edition in the contract. A draft is a risk you are buying, because its clauses can still change after you design to them.

1. Facility standards and classification documents

Uptime Tier, TIA Rated and EN/ISO Availability Classes differ in scope and tests, and matching numerals do not make them equivalent. Decide which maintenance and fault outcomes you need in Chapter 12.1 before a rating becomes contractual.

Status describes publication, not local adoption or compliance. For a document family, pick a specific part: base and SER-pack dates do not date every part. Access refers to the full document, and previews may be free. Work to the boundary in each row. The ↗ link opens the publisher record, and you need access to read paid clauses.

2. Thermal guidance, installation and safety documents

ASHRAE classes define equipment operating ranges, not rack-power ceilings. Chapter 5.1 sets out the limits of air cooling. Chapter 5.7 weighs the economizer and reuse benefits of warmer water against chip thermal margin.

ASHRAE labels a book historical once it moves into the paid Datacom Encyclopedia archive; the content is not withdrawn. Thermal Guidelines, 5th edition (2021), is marked current here because it is still the newest edition and defines the A1–A4, H1 and W classes the guide uses. Books not yet migrated are sold separately.

3. Efficiency metric documents

A sustainability filing needs the ISO/IEC 30134 part, edition and measurement boundary that apply to it. Chapter 15.1 derives the metrics, and this appendix gives their source texts. The nine-part ISO/IEC 30134 family is indexed below.

CIP-002-8 future enforcement date in NERC’s June 2026 bulletin
Apply the version enforceable today and check that the entity and system are in scope. Approval and future enforcement are separate events.
Scope & caveats

Applies only to entities/systems within the standard’s applicability; approval is not the compliance date.

Tenant, data and operator role determine applicability: SOC 2/ISO for commercial operations, FedRAMP/CMMC for relevant US-government work, NERC CIP for applicable registered grid functions, and ISO/IEC 42001 for AI management. Their authorities, scopes and audit duties differ. For OT, IEC 62443-2-1 governs the owner’s security program and IEC 62443-3-2 governs system-design risk assessment. Neither replaces the other. Chapter 11.11 resolves legal applicability. FedRAMP 20x: Classes A–C are available under finalized rules, Class D comes in Phase 4 (est. FY27), and new Rev5 certifications close 11 June 2027.

TIA-942-C: AI growth and sustainability; Rated-1..4 naming dates to the 2014 TIA/Uptime separation
Scope & caveats

TIA announced Revision C on May 9, 2024. Rated terminology predates this edition; TIA/Uptime announced the Tier-name separation in March 2014. Licensed clause-level conformance and local adoption require separate records.

5th ed. (2021)
ASHRAE fifth edition: W17/W27/W32/W40/W45/W+; new W40 and H1
Scope & caveats

The fifth edition revised an existing liquid-class scheme; liquid classes W1–W5 predate it. The same edition adds the H1 air class (15–25 °C allowable, 18–22 °C recommended).

1.0.0
OCP Mt. Diablo: 1.0.0 since 2026-10-08 (renamed from Diablo 400), replacing v0.7.0; power racks of 800 kW to 1 MW+
Scope & caveats

Final 1.0.0 base specification, renamed from Diablo 400. It supersedes v0.5.2 (May 2025) and v0.7.0 (March 2026). Scope is 800 kW to 1 MW+ per power rack, which can be paralleled; Table 5 gives 800 kW–1.1 MW at 480 VAC and up to 718 kW at 400 VAC.

Chapter 0.4 covers how to bring a standard into a project. Related chapters: resilience in Chapter 0.5; DLC in Chapter 5.4; heat reuse in Chapter 5.9; water accounting in Chapter 15.4; DC power in Chapter 4.7; grid-asset scope in Chapter 4.3.
