Data-center capacity under contract with Dominion Energy (ESAs, CLOAs and ELOAs) against its data-center billing peak load as of August 2026

~54 GW contracted vs 4.8 GW billedobserved

Value kindobserved — Reported measurements, counts, and specifications keep the precision and scope stated by their source; an exact specification is not treated as a range.
ScopeDominion Energy's whole data-center book as load-serving entity, mostly Northern Virginia. Contracted MW is contract capacity at all stages, including engineering-stage letters (ELOAs), not forecast demand; billing peak is billed demand, not coincident peak.
CaveatDominion's own forecast excludes 19 GW (59%) of the engineering-stage letters and assumes a five-year ramp to 63% of contract, so most of the 54 GW is not expected load in any near year.
As ofcontracts as of July 2026; billing peak August 2026 (Dominion to PJM LAS, 29 September 2026)
SourceDominion Energy, '20-Year Data Center Forecast', PJM Load Analysis Subcommittee, 29 September 2026 · Slide 2 (Market Overview: ~54 GW under contract; billing peak 4.8 GW as of August 2026); slide 5 (19 GW, 59% of ELOAs excluded; 5-year ramp maturing at 63% utilization); slide 6 (ESA 11,997 MW, CLOA 9,356 MW, ELOA 32,473 MW)
