PUE rewards a liquid-cooled AI factory for moving losses inside the IT boundary, and it says nothing about the water, carbon and useful work that now gate permits. Which metric you optimize is itself a consequential choice.

Coolant temperature, economizer type and voltage class are irreversible efficiency decisions. Bank them at scoping or pay in megawatts every hour; the leverage now sits in setpoints and the power chain.

Pick your matching granularity, annual RECs or 24/7 hourly carbon-free energy, before you contract power. Procurement, clean-firm strategy, on-site generation and scheduling all follow from that choice.

Evaporative cooling buys a lower PUE at the price of a permanent water-consumption line. Dry heat rejection buys near-zero site water at a hot-weather energy penalty. Choose per basin, before the campus is plumbed and permitted.

Loop temperature and distance to a heat offtaker, both fixed at siting and design time, decide whether waste heat becomes a revenue line or a compliance retrofit.

Embodied carbon (concrete, silicon and copper paid for before first power-on) can overtake operational emissions on a clean grid with a short refresh cycle. An aggressive 18–36-month first-owner refresh re-pays it each time the fleet turns over, so compute the crossover before claiming a majority.

Where a site sits and how big it is decide which disclosure regimes bind it. Each prescribes metrics, down to how Scope 2 is computed, that you must instrument at design time. Learn it late and you pay in retrofit metering and restated numbers.

File a firm interconnection request and wait years, or commit to bounded curtailment (depth, event duration, annual hours, notice) and energize into existing headroom. The choice is engineered at scoping and sized to how much interruption your workload tolerates.
